Sounds like a good policy. What about photos that WERE taken with consent? I'm sure there are times when a photo was taken with the promise that it would only be seen by one person but that promise was not kept.

From the article:

Singhal said Google will “honor requests from people to remove nude or sexually explicit images shared without their consent from Google search results.”

So it doesn't matter one bit whether or not you consented to the photo being taken. The only thing that matters is whether or not you consent to it being shared. I'd think it's pretty clear the "promise not kept" scenario you propose falls well within the bounds of this new policy.
