Europe are digitally delinquent.

I don't really know. They all have many different companies under their umbrella. The most profitable ones, I guess, are in the Cayman Islands or somewhere similar that helps them avoid US taxation.

Yes the global tax avoidance issue is constantly swept aside, a veritable race to the bottom.
It is not as if Europe is bereft with talent, member states and the UK have developers with the skills.
No, it is a lack of investment, without the financing the drawbacks are obvious.
US investors move in, and yes they reap the benefits.
The EU member states should be best placed to leverage a joined up investment strategy.
However at present it is minuscule in comparison.
Both Facebook and Apple are well ahead on a integrated payment, tap media purchases. Apple Pay, Google Pay, and Samsung Pay., also digital wallets, and mobile transfers.

I suggest Google do like Apple retract the free OS effective immediately accuse the EU fine as the reason and send out the shut Down update via Google Play.
Then say "pay us like Apple" "we own it so find something else"
The problem is nothing else other than $1,000 to $2,000 iPhones are the only option.
So I say 1 hour maybe 2 hours at the most the EU will reverse their insane decision.
I don't understand what is wrong with Europe these days, they want everything free.
So I give everyone a free bicycle, I run the risk of being fined because I am not giving free tires or that I am discriminating by not giving out free wheelchairs and seeing eye dogs for those that cannot use a bicycle.
Wow after writing that as an over the top example, I now read it again and think, this isn't far off actually being possible.
I wouldn't put is passed the EU to find a company for giving away something because one special group can't use it.

Although Google has so far resisted the trend, over 135,000 white-collar workers in the tech and startup sectors have been laid off in 2022.
Google is planning to layoff 10,000 employees in 2023.

Italy should be the design focus for the world, held back by the EU.
France should be the haute note for living, held back by the EU.
Spain should be the cultural cross road for the continent, held back by the EU.
UK was the pre-eminent trade and financial hub, held back by the EU.
Let's not get started on how Greece was totally shafted, and the EU is now cosying up to China despite the ending of globalisation.

It is hard for Google to turn Android into a subscription service as it is based on open source software and could lead to even larger fines.

It is open source but too much has been modified at this point that removing permission to install the Google components would render the system inoperable, the app store is wholly Google, etc...
Removing support to any company unwilling to pay makes their system and devices useless.
The EU can't fine them for relinquishing the supposed monopoly.
Google will just say " hey like Apple we are now behind a paywall" " your complaint was free hurt competition, well now it is paid, someone else can fill the gap!"
So when phone prices go up, services cost more, no more free apps, etc...
The world, not just the population of the EU , the world will call for the heads of the EU.

Google could in future charge a subscription model on hardware phone manufactures.
This could concertina across apps directly to customers.
