That is very interesting information. I hope a serious news agency picks up on it and investigates further.

I specifically know that the committee for ISO27000 comes un-announced (the norm) to many foreing companies, but also that, Rakuten gets a heads up more than a week before they come for a visit.

Lol, this is Soo common, have a friend in Rakuten, and he tends to say, "oh I'm actually working in Singapore". Apparently by moving the department manager to Singapore is enough ;-)

Then again the owner of Rakuten has a good relationship with the government, that solves all problems.

They DID intend to avoid paying tax, otherwise they would have not shifted this money without reason, and the reason would have been upheld upon auditing by the NTA. Where are the auditors in all of the cases?

This occurred in 2015, and it is just being found now? The auditors should have found this well before taxes were even filed. An auditor is hired to find these kinds of errors, and should not be signing off on fraud. Since auditors can withhold signing and approving the final books, they should also hold legal responsibility for these mistakes.

Google do this all over the world.  "Do no evil"??  like all these initially altruistic sounding companies, once they strike success values go out the window and money takes over.
