There isn't any "right" answer when community standards are considered.
Beheadings are perfectly fine in the middle east, but illegal everywhere else.
Gay-centric videos are fine in the USA, but illegal in the middle east, China, and many SE Asian countries.
Try to say anything against an organized religion, even here on JT, and it will be removed.
But if the videos are not specific and only vague, then it is fine. That team has an impossible job.
Youtube is like having the village idiot on "Speakers Corner", but instead of being at 1 place, the idiot gets to be on every corner, world-wide (minus China).

YouTube is supposed to be for entertainment, isn't it? Not for hate propaganda or encouraging violence. However, that's the excuse for Rush Limbaugh blubbering his hateful crap on AM radio in America.

I've never thought of YT as entertainment.
I use it to learn new things like how to trap animals, clean a firearm, and many other bush-craft camping and hunting skills. It is also handy for auto repair how-tos or how to clean melted wax from carpeting.
Ah .... and watching Russian drivers - I suppose that is entertainment. Some of the bad choices are just amazing.
