Another excuses for government spending.

Japan has/had a huge battery making business. Don't know if it is like the "strategic maple syrup stockpile" that Canada maintains or the strategic oil reserves in the USA, but that's something the govt should decide.

Last month, I did pick up enough batteries AAA, AA, 9V, and C2525 to last about 3 yrs.
