For heavier payloads, liquid fueled rockets will be necessary. Still, the idea of sending small, smart payloads to the moon is intriguing.

I remember when we launched a small European satellite into orbit with a Scout rocket, back in the 1970s, back before they had their own launch facility. The Scout was relatively small, but took off like a bullet out of a barrel.
