Don't we have enough water on Earth?

It is immensely expensive to transport water up into space. There will probably be a moon base or two in the not too distant future. The water will make it possible for people to live on the moon. Water can be recycled, so replenishing the supply won't have to come from Earth in vast quantities if they find signifiant drinkable water on the moon. Of course it is frozen, but the question would be is it accessible?
