How can Japan wish to join 5 eyes when it can't even understand strategic plans with global security implications?
It's not a framework to exckude a particular nation, it's a framework for reshaping national and global relations based on reciprocity.

Read between the lines a little. Japan is being diplomatic. In the end they will follow all the "Clean Network" protocols because they make sense from a security stand point but won't call it that. And if the Americans are smart, they won't lean on Japan to openly say they are following the "Clean Network" protocols but will instead keep their lips zipped and look at what Japan does instead.
