I wonder how the oil majors respond to this endeavor?
We may finally see humanity freeing ourselves from carbon based society and moving on into the hydrogen era.

Instead of subsidising the car manufacturers why doesn't the Government provide the benefits to residential homes to install fuel cells and this will reduce the costs of importing expensive oil and gas from other countries.

"emits only water vapor and heat"
Does anyone know of studies of the possible climate effects of emitting more water vapor? I know that water vapor is a more significant greenhouse gas than CO2 in terms of its overall contribution to global temperatures. But as it doesn't generally accumulate in the atmosphere in the same way as CO2, it isn't considered a significant driver of increased warming. But I'm wondering whether increased water emissions from human activity will reduce ocean evaporation, and if so, what possible effect that might have. I've googled a little, but can't find anything that addresses that specifically. (Perhaps because my thinking is nonsense. I'm not even sure that hydrogen fuel cells produce more water vapor than conventional burning of fossil fuels.)

The J government already does that for residential home usage.
Look into enefarm.

So, the government has no problem doing this for the automotive industry, but when it comes to the public and residential areas the NPPs have to be restarted as alternative R&D isn't an option?

Enefarm has been on the market for the past six years. The government provides approx. 1.4 million yen per unit as purchasing subsidies.
