Could the culprit be China, North Korea, or Russia, although the odds are high?

In the first place, the countries that have proper rocket technology are the United States, Russia, France, India, Japan, and China.

Although these countries have the ability to launch satellites weighing more than 1 ton, there are still differences in technological superiority and inferiority.

Hacking by China and North Korea can happen at any time, so Japan should spend more money on countermeasures.

It's too late once it's stolen.

Do you think, even if this is true, it rules out Chinese hackers' involvement? Of course it doesn't. China conducts an endless grey-zone war that is clear for the world to see.

There's no technology of value to be gained in those countries so they can focus on the respective governments at least.
