Start by converting away from coal, and then see whether further conversion from LNG is necessary. Eliminating coal first will give us a good benchmark as to how much more needs to be done.

This an ideal situation for japan as they will reach the target without having to do anything. A declining population, failing economy, will assure less pollution in every way.

So the Japanese governments will be able to claim an easy victory over this
