It's not perpetual since it obtains energy from an outside source, the Sun. Solar energy evaporates the water to store the heat.

So it's completely recyclable? Perpetual motion? Even fuel cell-water electrolysis that combines oxygen and hydrogen into water then separates back to oxygen and hydrogen are not perpetual, though it sounds like it could be.
