FFS just plant some more trees and stop cutting them back.

Every June, just when they are needed, the Norway Maples are cut to skeletons. NM are also the wrong tree for streets in Tokyo as they want to be huge. Dogwoods and other midsize trees are more suitable with smaller leaves, such as the...oh, surprise, the Japanese Maple!

I agree that trees are a realistic and common sense way to lower the temperatures in cities.

There have been numerous studies showing that trees effectively fight the heat-island effect in cities. Interestingly, the Trump administration has not yet gotten around to eliminating the above link on the government's EPA website. Give him time, he will ruin that as well.
Another way to reduce heat is to have parking spaces shaded by solar panel installations. The shade under the panels is obviously cooler than direct sunlight, and the electricity from these structures is not generated by burning fossil fuels. There are many parking areas here in South Cal shaded by solar panels.
