Rakuten seems to be offering 4g. Looks like an alternative to the other 3 MNOs Japan has.

This is badly phrased. This this a roll-out of a new cellular network (Eg 4G LTE or 5G), or is this a wireless internet network (eg mesh 802.11ac or ax)?
