Double or triple pane windows would help a lot with the noise problem. An added benefit is the insulation for temperatures, both hot and cold.

I have both noise-cancelling headphones and double pane windows. The windows are better for hanging out inside the house, and they stop most of the heat transmission, in both directions. The headphones are good for airplane travel, or not listening to the same show that my wife is watching, if we are not watching the same thing.

Source of noise is at fault, not your windows.
