Because low earth orbit isn't crowded enough

This train of satellites has been seen and photographed by astronomers already in Europe. And then in a few years the batteries will snuff out and we'll have more and better satellites to supersede these things and they'll be more space junk! As if the now-defunct Vanguard satellite launched in the late 50'sain't enough - it ain't set to coming down back to Earth to burn up in our atmosphere for another 200 years.
