When I was a kid I probably read too many comics in which evil scientists needed a superhero to stop them from taking over the world. I've grown out of believing in superheroes, but have no doubt there could be scientists (a modern Edward Teller, perhaps) out there willing to do the dirty work of a real-life Lex Luther, who could be in the form of an individual, corporation or government.
