"Are electricity and buildings so cheap in Japan that it is cheaper to grow crops in vertical buildings, with artificial sunlight, than to grow them in a field under natural sunlight? Hard to believe that that is the case."
For certain crops it can be advantageous, especially in places where land or water are constrained. Placing these farms close to cities improves freshness and reduces transportation costs. In the US there are experiments growing some crops right at the point of sale, literally adjacent to a supermarket. Water can be captured and recycled, including moisture in the air. Because it is essentially a clean room environment crops can be grown without pesticides or herbicides. The amount of food that can be grown per acre is as much as 70 times that which could be grown on the same amount of land in open air. Quality can be much more tightly controlled. It is probably the future of farming in arid regions or places that lack enough farmland to grow the food their society needs domestically.

Don’t they have more pressing issues to do / fix than to grow vegetables in artificial light?

Finally. China’s been doing this for some time now; many more in other countries. Now they should take the next step and go Solar Panel.

If anyone is adept at artificial it's TEPCO.
