Another 37.5% cut in carbon dioxide fumes is required

I am curious how the pencil pushers decide these numbers, and if they consider that since electric cars use electricity that overwhelmingly produced by coal-fired power plants, they are basically coal cars.

Are they simply measuring the direct emissions from the cars themselves? Please somebody tell me they are not that childish. That would be ludicrious it is hard to fathom, even considering this is Brussels...

Almost no electricity in the UK comes from burning coal.
