No it's not. This security feature is in the software - it requires no extra purchases from iPhone owners.

The qi compatible base charger will also act as the phone communication device to the PC/iTunes device and will probably utilize Bluetooth for that purpose. So, no more wires dangling from your phone.
Apple have also decided to tweak the qi standard...

Having removed the phone jack socket, and the mechanics of the home button. The next step is to remove the charging/data socket, the WSJ suggested that Apple would go for a USB-C replacement, though History suggests that Apple isn't about going for Industry standards, and is more likely to continue the trend to secure their phone by removing the one port still open on the iPhone - namely the Lightning connector one.

I see no mention of that in the article. Just that they're going to restrict access over an existing port in certain circumstances. Do you have more information?

This is nothing about Security, it is simply how to make more money.
They're going to introduce yet another proprietary device required to charge your phone, and you will need several of them now, all at presumably great expense. Look at what they did with the charging cables - yes something as simple as that, ever seen the Message "This accessory may not be supported"...

How about making a micro USB to full size HDMI so I can watch Netflix from my phone directly to the TV (not throttled if streaming from phone as opposed to mobile hotspot)?

I do appreciate Apple's efforts on this. I'm not worried about law enforcement, rather industrial espionage. This makes my phone more secure, so I'm happy.
