Why not develop a search engine that gets around Chinese censorship? Make it available in China regardless of whether their unelected dictators allow it. That's what Google should be doing.

Y'mean like the regular Google Search? Chinese people cannot access it without VPN - the Great Firewall of China blocks access

There's no Cost Benefit for entering the Chinese Market for Google or any other outsider when you consider the Censorship/controls that need to dynamically be applied.
