There is no need for Japan to buy anything to do with energy from the US
The major cities in Japan produce an abundance of human waste which can be processed into burnable fuel to power generators via steam to produce electricity.
What stops them is ignorance and the ubiquitous brown paper envelope…

Bioethanol isn’t so very much ‘green’ , sometimes -depending on how and where produced- it’s even worse than fossils, and of course in all use cases it’s finally burned into CO2 and H2O anyway.

A lot of those complaining here would change their tunes when the Fuel situation starts impacting their daily lives.
Fact: The US did not invade Ukraine, Russia did, it was Russia that thus started the food crisis, and the Gas crisis in Europe, and it is Russia that is pushing OPEC+ to cut Oil consumption. And, it will be Russia who first uses a Nuclear Weapon in Ukraine .

The "green" part of bioethanol do not come from not producing CO2 when is burnt, but that this CO2 originally comes from the atmosphere instead of being liberated from underground sources like normal fuel.
Still, US bioethanol from corn is not considered green because of the specific ecological costs that come from producing it, which can make it worse than gasoline.

As an American who lived in the midwest, corn country, I'd say to run away from this. Biofuel from corn isn't great. Other fuel additives are needed to prevent vehicles from getting gummed up from the use. The US farmers are simply looking to sell their products as far and wide as possible, for almost any reason. That's called capitalism. If you grow rice, you want to sell rice and want demand for the type of rice you grow to be higher than it currently is, so prices go higher. Human nature - around the world.
I do have a problem when the US govt subsidizes farms and actually pays farmers NOT to grow crops. US farmers know how to play the US system to minimize effort and maximize profits. The people who claim that farmers don't need calculus where wrong. There are multiple maximum and minimum points for different aspects of farming. It's all math.

Many, many other countries pollute more. Japan is a poor recycler, with a rate lower than 20%. The US is considerably higher at around 30%. The US and other countries have much to teach Japan about effective recycling.

The aftermath of the Fukushima disaster, the Monju debacles, etc. revealed the dangerous and poorly structured state Japan's energy industries. Japan needs all the help it can get.
But it seems most people are happy that Japan continues to burn lots of Putin's petroleum.

Wow, so many opinions on bio-fuels here based purely on American hate. Sigh...no wonder the world is in a mess.
Bio-fuels are a source of renewables energy, and the crops used are bred specifically for making bio-fuels, they do not compete with food production. In fact where food crops are no longer viable, farmers will sow biofuel crops which are modified to be more tolerant of harsh conditions.
The world does not need any more politically or racially driven friction to the transition to a renewable future.
Damage to cars? Pluueeze, many parts of the world has had mandated biofuels for decades, and most cars built in the last 2 decades has been designed for biofuels compatibility, There are trucks in Cuba (even without new seals) that has been running on bio-diesel for 4 decades.
This proposal is a win-win for Japan/USA, ie less reliant on Russia (and the arabs) for energy, AND cheap renewable, low emission fuels that DOESN'T compete Japan's limited food production farmland.
