China has an entirely different set of rules that they operate by. It is not surprising at all that this has occurred. I met a Korean business owner in China who lost his first company to the Chinese government because they neglected to tell him that HE had to pay for roads, infrastructure and power lines out to his factory that they convinced him would be a great benefit to build in their country. Just imagine what would happen if you told the government you were ready for them to run the power out to your new huge company, only to find them say to you, "oh, you have to pay for that."
