Well, if they had decided to have the Olympics centred in the cooler regions - such as Niigata, Nagano - they wouldn't have to deal with the inevitable problems they're going to have with summer heat.

Sapporo is one of the places on earth that has a lot of snow. They are canceling the remaining weeks for the snow festival because of a lack of snow. This summer is going to be terrifyingly hot.

Trendy and creative for sure, but not reliable from year to year with the increasingly severe weather swings.

Best to start building for the heat like most hot cities around the world do - mega-strong air conditioning everywhere inside, tunnels, tinted glass, real insulation in the buildings, no outside activities during the day, etc.
