i don't wanna bear the responsibility of people getting sick.

Once again, the wait and pray approach to decision-making in Japan. I think the only decisions politicians in Japan are comfortable making are decisions not to decide anything. Well, unless it's policies to keep foreigners/refugees out, or fund government projects, and pass unpopular laws (rammed through, behind closed doors) that will benefit them.

This sums it up. For the safety of the games???? No, you have just showed where your priorities have always been.
This is what you should say, "For the safety and well-being of all living in Japan, we will cancel these games and put our efforts behind vaccinations efforts. All venues will be turned into large-scale vaccination centers to ensure the public is vaccinated as quickly as possible."

If local fans end up not being allowed how will the organizers defend their excuses for not cancelling? Everybody knows by now the reasons are 100% money, but the official excuse is celebrating a victory over the pandemic, if there is close to zero celebrations, and everything has to be cancelled, reduced or modified to account for the danger of infection; there is not much victory to celebrate.
