It wasn't the boat's fault. It was whoever was in charge of the starting buzzer's fault. They could clearly see the camera boat taking closeups of the athletes, so it begs the question why did the buzzer operator cause a false start?

Because the rule book doesn't say not to start when a boat is interfering.

This could turn into a fun game of "who takes responsibility?", although we already know that the answer will be buried in a labyrinthine web of doublespeak.

we'd been waiting around the start for 25 to 30 minutes.

Its sounding like the start time was predetermined, otherwise, why have the athletes wait around for so long? And so, when the clock struck 8am (or whatever the time was) the starter did was he was supposed to do regardless of the boat being in the way. Thats just not safe, but its typical of the Japanese mind-set to just follow orders.

Reminds me of this video of a water truck sprinkling a flooded street in Zenzhou in the middle of of flood catastrophe. Because the rule book does not say stop sprinkling in a flood.... so typical for both Japan and China.
