To be honest, given the current political climate between both parties, it’s a good question. Presidents have been declaring national emergencies for a long time and Trump was not the first one, we’re Trump a Democrat, we wouldn’t even be having this discussion, absolutely not. The GOP caucus dragged their feet on all comprehensive immigration plans because some of them (like McConnell) didn't want to give Obama a win on anything and because others were Tea Party weirdo extremists. Obama's move certainly was problematic and possibly not the wisest in retrospect, but it enabled resources to be focused on criminals in the undocumented community. It was a practical move with a clear and practical benefit.

Trump's emergency declaration, however, cannot be clearly identified as having any substantial practical benefit, other than bringing his base a "happy ending". The overwhelming majority of drugs and other illegal trafficking goes through legal ports of entry. The increased number of asylum seekers from Central America (those "caravans") also overwhelmingly arrive at checkpoints. What's the point of a wall?

Even Republican Congressmen realize in keeping the balance of power in the 3 branches of government because, for example, they can imagine this possible scenario in the future:
