Watched a few documentaries on this and also in Venezuela. People in the slums trust the gangs more than the police or army.

Some people earn 80cents a day. They need security and it seems the gangs are better. All 25 murdered gangsters have families they support.

The Rio state governor is a strong ally of the president, whose family is linked to para-military militias in Rio. The latter have been making inroads into neighborhoods such as Jacarezinho, once strongholds of gangs such as Comando Vermelho. When the militas succeed, they simply take over the drug-dealing operations and impose extortionate "taxes" on businesses and residents.

Nothing good seems to come from the militarization of the police anywhere.
