China still has a very low per-capita GDP. Nowhere near Japan or South Korea's.

Sounds like something straight out of a movie, but worse. Throwing money out like that, is like cr*pping in public and watching the flies come.

A week ago, in Hong Kong, a van carrying money had problems and the case carrying the cash flew out and opened. Cameras caught people collecting the cash as if there was no tomorrow. When the police said it was a crime not to return the money, suddenly lots of people decided to kindly return the money. Those that didn't come forward were shortly arrested, and shown on TV with hoods over their heads. If it's not yours, return it, even before the police tell you to.
