Travel into Russia is a privilege too, but very few people want to visit. I looked to visit around 2010 and all the extra crap that was necessary freaked me out a bit. It felt like they wanted us on an expensive all-in-one tour, never out of the "handlers" control. We had to stay in govt "approved" hotels, visit govt "approved" locations. Perhaps it is different for people from nearby countries?

Millions of Russians have been leaving for a long time. Most of my ancestors left Russia a long time ago. We never integrated as Russians, but lived there for over 100 years. That made the leader unhappy, so the agreement that allowed us to retain our language, culture, schools, religion was altered. They started leaving Russia at that point.
