Having relatively inexpensive and abundant energy is a good thing - it has lifted billions of people out of abject poverty. There is no way any country will willingly go back to poverty.

Indonesia has committed to be carbon neutral by 2060, and to stop building new coal-fired plants from 2023

If the West pays them they might start reducing carbon emissions. And not a minute before then.
