Seeking support for a wall, Trump plans prime-time speech, border visit

Aiming to bolster his case for a wall along the U.S. border with Mexico, President Donald Trump said on Monday he would make a prime-time televised address and visit the border this week as the government marked its 17th day of a partial shutdown.

Democrats, who now control the U.S. House of Representatives, have rejected Trump's demand for $5.7 billion to help build a wall. Without a deal on that sticking point, talks to fund the government have stalled.

Vice President Mike Pence said Trump had not made a decision about his threat to declare a national emergency and build a wall without congressional approval.

Asked about the possibility of legal challenges and whether the White House counsel's office had reviewed the matter thoroughly, Pence told reporters: "They're looking at it, and the president is considering it."

Trump's speech, planned for 9 p.m. on Tuesday and the border trip on Thursday underscored his resolve not to back off his 2016 campaign promise to build a wall that he believes will stem illegal immigration and drug trafficking. He promised during the campaign that Mexico would pay for the wall. Mexico has refused to do so.

All the major U.S. television networks agreed to air Trump's speech.

Democrats in Congress, who say a wall would be expensive, inefficient and immoral, called for the networks to grant them equal time in a joint statement issued by House Speaker Nancy Pelosi and Senate Democratic leader Chuck Schumer.

“Now that the television networks have decided to air the President’s address, which if his past statements are any indication will be full of malice and misinformation, Democrats must immediately be given equal airtime," the statement said.

Pressure to reach a deal to end the shutdown is likely to grow as its effects are increasingly felt, including possible cuts in food stamp programs for the poor.

The acting director of the White House's Office of Management and Budget, Russ Vought, said tax refunds would be distributed despite the shutdown.

White House spokeswoman Sarah Sanders announced the border trip on Twitter without providing details. The visit will likely highlight security concerns pushed by the administration as justification for the wall.

"The president's position is: There is a crisis at the southern border, and Democrats are refusing to negotiate," Pence said.

The emphasis on a "crisis" could be the administration's attempt to lay the groundwork for a potential emergency declaration. Such a decision would almost certainly face a legal challenge.

Trump has tried to link terrorism to illegal immigration, without providing evidence, as justification for the plan. Democrats say there has been no evidence of suspected terrorists coming through the southern border and that Trump has no grounds to declare a national emergency over the issue.

Large chunks of the federal government shut down on Dec. 22 over Trump's demand that a bill to keep the federal government operational include more than $5 billion to pay for what he has now said would be a steel structure to protect the border. About 800,000 government workers are furloughed or working without pay.

Pence said Trump also invited Democrats back to the White House to respond to its latest proposal to resolve the standoff over legislation to fund the government.

The vice president, who participated in weekend discussions on the shutdown, said Democratic staff said there would be no negotiations until the government is reopened.

Trump said in December he would be "proud" to shut the government down over the wall and told lawmakers last week it could last months.

The president skipped a planned trip to Florida to stay in Washington during the Christmas and New Year's holidays after the partial shutdown began. He exhorted Democrats in Congress to"come back from vacation" and approve funding for his wall.

Democrats returned to Washington in the new year, taking control of the House, and passed legislation to reopen all closed government agencies but did not include wall funding. This week, they will pass a series of bills to reopen federal agencies.

Secretary of Homeland Security Kirstjen Nielsen told reporters in a briefing on Monday that terrorists had crossed the border into the United States but that information about the number of such incidents was sensitive or classified.

Democrats say other border security measures are more efficient and cost-effective than a wall, which they say is contrary to American values.

The Senate unanimously passed a bill to fund the government last month, but it died in the House. Now, the Dem-controlled House sent a virtually identical bill to the Senate, but McConnell won't even schedule a vote on it until Trump indicates his approval. This is the same legislation passed unanimously. Where is McConnell?

Clearly, the Repubs are quivering, hypocritical cowards and the president a lying schemer trying to distract attention from his burgeoning legal woes at the expense of the nation's interests.

Not really, liberals keep peddling this bogus diatribe that only his “base cares” this is way beyond the base. The President has a very high approval among Republicans, the average working rural and evangelical Republican that trust him over the old Washington establishment that has dismissed him.

Trump, give him credit, for being a master media manipulator, being in TV and being a former liberal himself knows how the media works, how to gather support and how to work it, now sadly the pundits on CNN, msnbc haven’t quite figured that out yet. Trump lied when he said that previous presidents had encouraged him to build "the wall." All four living former presidents are now on record denying this - Carter, Clinton, GWB, Obama.

Why not just fund the wall, which our border security people say is integral to border security already? Because the Democrats know if Trump gets his wall before the 2020 election their hopes of defeating him are all but lost. Their opposition to improving physical barriers now that Trump is president is all political.

Republicans: Think a wall is necessary to protect Americans. Feel gun control isn't necessary to protect Americans.

Democrats: Think a wall is an inefficient way to protect Americans and therefore not necessary. Think gun control is necessary to protect Americans.

The compromise seems pretty simple here. Build the wall, and enact gun control. Neither side will be happy, but Americans will be a lot safer from both perspectives.

One sided Trump rhetoric, is like a dictatorial speech. His rhetoric and lies have to be challenge, that's what is called a democracy. Trump is just a con artist, he knows he can say anything , blame anyone, and unless you stand up and challenge him , Trump wins. A national security threat isn't at the southern border, it's within the US's own borders. This WH asylum and the republican inmates are the biggest threat to America and it's so called democracy. There are so many problems the US has to fix, health , education, immigration, crime(mostly by US citizens),gun control, infrastructure, the voting system, homelessness , poverty, and the list goes on, and yet all the media concentrates on, is the wall and the southern border. The US media has to take its responsibility to the American people by standing up and challenging all the BS that Washington spews. I know that's a hard ask, when all the media is privately owned and bows down to Washington, and reporters are under pressure, but some media has to stand up and be counted, you owe it to the American people, otherwise Democracy doesn't work.

You seem to be confused. They are being asked to work professional and needed jobs without pay for Trump's shutdown. Which jobs do you think are unecessary? The national parks? The US makes an enormous amount of revenue from the national parks. How about the IRS? Good thing they are asking them to finish tax refunds throughout the shutdown. Just to name a few of the things that are going to start being affected. I'm really rather confused how you can justify not paying government employees. Their work is just as important, probably more important than most others. Do you comprehend the effects of a long time shutdown? Doesn't seem like it, you seem to just be riding on Trumps tailcoat excited about his shutdown and daydreaming about border security wall myths.

He promised it because he knew he could trick people like you into thinking they should pay for it with their own money later on. He's been playing that game his whole life, reaping off the less intelligent for his own benefit.

So, you are admitting that Senate obstructionism will prevent any legislation passed by the House from getting signed into law, therefore making it the Republican-led Senate that cannot pass anything instead of the Democrats. As far as Trump getting his demands for a wall, it ain't going to happen. The Democrats can keep passing smaller bills offering to fund some of the very agencies that the Senate will refuse to vote on, putting those Senators in a very difficult spot since they would be refusing to pay those federal workers and others affected by the shutdown, so it's on the Republican senators and not the Democrats. There are Republican senators already wavering on this obstructionism, but I hope that McConnell keeps it up which will ensure that the Republicans will also lose the Senate during the next election, so please, keep cheering him on.

The conga line of so-called experts on various panel show are breathlessly ask each other: "will he declare a nation emergency?", "is there actually a national emergency?", "how will he justify a national emergency?".

They are indelibly linking The Wall, illegal immigration and "national emergency" in the minds of their viewers even before his speech is aired later tonight.

So, you are admitting that Senate obstructionism will prevent any legislation passed by the House from getting signed into law, therefore making it the Republican-led Senate that cannot pass anything instead of the Democrats.

As far as Trump getting his demands for a wall, it ain't going to happen.

Neither will any of the Democrats legislations as Mitch said.

The Democrats can keep passing smaller bills offering to fund some of the very agencies that the Senate will refuse to vote on, putting those Senators in a very difficult spot since they would be refusing to pay those federal workers and others affected by the shutdown, so it's on the Republican senators and not the Democrats.

They can do that, but governing doesn’t mean anything if they can’t pass big legislation, that’s just a fact and that goes for either party and if you can’t do that....yikes!

There are Republican senators already wavering on this obstructionism, but I hope that McConnell keeps it up which will ensure that the Republicans will also lose the Senate during the next election, so please, keep cheering him on.

Yes, a failure on the Republicans' part since it is not up to the Democrats in the House to get enough votes in the Senate to pass their bills. It's up to the Senate to take a vote on the bills--that is if their so-called leader will let them.

It looks like Trump has thrown his supporters under the bus given he admits crossings have fallen in recent years (thanks Obama), which is counter to his supporters screams about waves and waves of undocumented immigrants crossing. How's it feel when your idol makes you a liar when all you were trying to do was support him?

I thought the economy was roaring? Let's put out conservative black and white glasses on: the economy is either roaring or jobs and wages are being driven down. Which is it? You cannot have it both ways.
