Ukrainain have said they do not have the ability to be defend, themselves,after all this military aid,and will never will,when the cessation of this war is negotiated to a conclusion, hope Congress will investigate this lost cause and lots of American official be held accountable , Ukrainain are already insecure by fearing Republicans,will cut off aid

Of course they need support from other countries to defend themselves from a much larger neighbor. Nobody is suggesting otherwise. Just because you don't see the value of supporting Ukraine doesn't mean there is no value in it. Even republicans understand the importance (except maybe Trump and Desantis).

Why weren't these systems offered at the beginning of the conflict?

The technologies are sensitive and restricted. Nations weigh the risk of providing such weapons against the risk of not doing so. Wars are fluid and those relative weights can change over time.

you do know that various western military have been teaching the Ukrainian army how to fight 21st century style since 2014.

Russia however has been giving their new conscripts fish, aka 20th century weapons & tactics.

Why now after 8 months?

Due to Putin's mass firing missiles at civilian targets. Ukraine needs to beef up it's missile defence in civilian areas.

Because they weren't generally required. Now that Putin has started firing missiles at civilian targets, they are.

Moreover, why is the type of weapon and delivery time being announced publicly to the media, giving Russia a clear heads up.

Nope. Russia doesn't have an answer for them.

Meaning Western "experts" were surprised by the recent volley of missiles from Russia.

Either they undercounted their adversary's stockpile or underestimated their capabilities.

It means they are now depleting their war reserve stocks, leaving themselves vulnerable in the event of a war with a peer enemy or even a new front opened up by the Chechens. If the Armenians call on them to honor their defense agreement with them in the face of Azeri attacks, Russia might not be able to respond. That was unexpected. Most analysts figured there was a bottom line below which the Russians would not go fearing they would be left with nothing to defend themselves with if they tangled with NATO. They are not able to build replacements as rapidly as they expend them due their inability to source semiconductors and other materials in sufficient quantities. They are emptying the cupboard with winter approaching, metaphorically speaking.

As soon as their soldiers are taught how to operate them. Air defense systems are not like a rental car that requires no training.

Incidentally US and Ukrainian techs have managed to integrate HARM (High speed Anti Radiation Missile) onto Ukrainian MiGs-29s and SU-27s in a matter of months. That is no mean feat. In general from experience integrating a missile onto an aircraft that has never carried that missile is a two year $200 million proposition. Missiles have to communicate with the airplane to cue the pilot when and where to launch. HARM in particular tells the pilot what threat radars are being detected and where they are. It is designed to home on enemy radars and destroy them.

The Russians don't use a NATO standard data architecture in their aircraft. Their heads up displays are not necessarily NATO compatible (Polish MiG-29s are very different from those in Russian or Ukrainian service). Russian launch rails are completely different too. Yet the Ukrainian and US techs managed to successfully integrate them in a couple of months and they are being used to take out Russian artillery radars, communications sites and air defense systems. Is it as capable as a HARM mounted on an F-16 or F/A-18? Probably not, but they were able to put a useful new capability in the hands of Ukrainian pilots in a couple of months that in normal peacetime circumstances would take a couple of years and the Ukraine Air Force is making good use of them.

In addition to Deserts example, Ukraine has shown remarkable ingenuity in mating harpoon missiles, which are meant to be fixed on ships, to trucks thus increasing their survivability and lethality.

And its ad-hoc air defense shot down 4 helicopters yesterday.

Just imagine what happens to "flying combat alfalfa" when they get the good stuff.
