Trump apparently adapted his statement from a bit Seinfeld did in the 90s. Unlike Trump, however, Seinfeld was not POTUS and was not addressing police officers.
This is one of Trump's standard MOs. Use a "joke" as cover for an incendiary comment that he really means.

After all the police brutality reported in the US including just recently a woman shot I found his remark vulgar and inappropriate, in addition, keyword here is "suspected", but I guess it means nothing to him, soon to read, similar to heath care protection, trials and judges are waste of state money, only he is caring for his wall...
