I think most politicians who reach high positions are involved in fraud up to their eyeballs - amazing how many of them get rich during their terms of office on politicians' salaries. This one just got caught.

Not necessarily so. I don't think Willy Brandt, Vaclav Havel, Dwight Eisenhower, Nelson Mandela, Jimmy Carter, or Mario Draghi were or are corrupt. Those are just a small sample. I can think of some members or former members of Congress who were straight arrows, like Henry Waxman, John McCain (love him or hate him he was in nobody's back pocket), Gabby Giffords and Daniel Inouye come to mind.

It depends on the country. In countries with high levels of corruption maybe. But in countries with low levels of corruption it would be very few who are engaging in fraud - the edge cases, not "most".
