Baloch Liberation Army is not an Islamist terror group. Instead, it is an ethnic separatist group which wants to free Balochistan and the Baloch people from Punjabi political domination and exploitation of resources.

Also, BLA has targeted Chinese investments and personnel repeatedly in Balochistan. Since it is targeting both the Chinese and Pakistanis, there is one particular country that has been alleged by Pakistani authorities to be offering behind the scenes support to BLA. But there is no evidence, so it might be that Pakistanis are hiding their own failures by allegations of a 'foreign hand'. But it could also be that this particular country is covering its tracks pretty well.

More likely India today but in years past Baloch separatists were funded by Iraq and later during their occupation of Afghanistan, the USSR. The region is awash in arms and a cross roads for smuggling so no shortage of ways to make money and buy arms without the help of an international benefactor.

The dispute goes back to the desire of the Balochs for an independent state upon the Independence of India. There has been insurgency there ever since. Their ideology calls for an independent Baloch state in the Baloch majority regions of Iran and Pakistan, and indeed there was a significant insurgency in Iran funded by Iraq in the 1960s and 1970s. Their disputes with Punjabis are more recent.
