I believe that is what the Green Climate Fund is about. To expect more is foolish.

Still, it continues to suffer from a global financial system that forces its countries to pay eight times more than the wealthiest European nations, resulting in surging debt that eats up what is left of dwindling government revenues.

I guess this referring to interest rates being eight times higher? Yeah, well, risk premium does exist.

Many China industries already started there while Japan just try to sell infrastructure using loan and JICA aid.

The techno countries only want resources and cheap labor, not friendship. All African nations can do is organize and tell them to take a hike. Did I mention organize? Yes. A vital step, or they will remain divided and conquered.

Yeah surprise, surprise, a socialist would bang on about things that aren't his concern while neglecting his country's problems. I also read that his government swapped his applause with Biden's in the video because Biden's was much bigger :)
