I think you read this wrong. The guard caught it from a returning traveller and he in turn passed it to the general population.

That is not what THIS says no matter how you twist the words:

UK press reporting that the security workers "guarding" the returning travelers in quarantine apparently were having sexual relations with some of them.  

Not like the UK press to sensationalise a story and add lurid details. Do you have a link?

UK press reporting that the security workers "guarding" the returning travelers in quarantine apparently were having sexual relations with some of them.   also that the "quarantine" was otherwise pretty lax.

Anybody who refuses to be tested should go into a mandatory two-week quarantine.

Find out who has it. Isolate them from those who don't. Treat the sick patients who do test positive. Then you can stop the spread and snuff out this flame.

So many of the new cases were people who were quarantined in case they had the virus but had it passed to them from one of the security workers guarding them? I would be seriously pissed off about that if I were one of them.
