China no doubt has tens of thousands of "cyber operatives" which dwarfs Australia's increase of 500. Probably not enough to provide much protection but will aid in identifying those responsible for attacks against Australia in the future. Energy, communications and water need to be hardened against Cyber attacks with the ability to isolate when under attack but still operate internally as normal to keep services up. Or perhaps duplicate servers with one set isolated from the internet and updated daily in a manual fashion for essential services.

Whatever you do with computers and security it will be neither cheap nor one hundred percent effective.
