The elephant in the room nobody seems to want to mention is Hezbollah. They are loyal not to Lebanon but to Iran, are armed to the teeth and control the southern third of the country. They also more or less control the national government. Nothing happens in Lebanon unless Hamas approves it. How France or any other donor nation intends to rebuild Beirut without their donations being siphoned off by Hamas hasn't been addressed. Even the Lebanese Army is controlled by Hamas loyalists now as their current President is a Hamas ally and Hamas has forced their people into cabinet positions that control the Lebanese military and security organs. The rest of the people of Lebanon will get what's left over after Hamas takes their cut. The Sunni, Christian and Druz of Lebanon will never be able to reform their government as long as Hamas is in power and armed to the teeth.
