Biden picks Black women, first Muslim for federal judgeships

I assume Biden is continuing to pick the best candidates. According to estimates roughly 100,000,000 Americans are not White. That's a large number. Out of that population it has to be expected there will be a large number of highly qualified individuals.

Shouldn't he just pick the 11 most qualified Americans, regardless of their race, gender or religion?

Hiring based strictly on an individual's experience and qualifications might be the way an algorithm would make a selection.

I think it's probably pretty hard for people who've never had to hire personnel for their business or any organization for that matter to understand it's not that common that someone is hired based strictly on experience and qualifications. I've always hired individuals who met the needs of my business at that time. Most had the experience and qualifications, too.
