"Surprised that Bolsonaro is allowing this on his patch."????

Why surprised? He is the best example of how crime pays.

Given the darkly violent, exploitative history of Brazil, are people surprised by things like this?

Clearly some are:

Brazil another example of a "democratic" country sliding into ever greater lawlessness.

Retirement job for Duterte?

South American gangs are now operating like terrorist groups, but the governments of these countries are too weak and corrupt to respond in an appropriate manner with military force. The same thing happens in parts of Africa.

The videos released by the Mexican gangs used to turn up on the net, but are usually censored now. Censorship is not a solution - it just hides the truth. You erase these gangs or they take over.

With no adequate govt. response, these gangs will take control of increasing amounts of turf. Failed nation status beckons.

Surprised that Bolsonaro is allowing this on his patch.

Given the darkly violent, exploitative history of Brazil, are people surprised by things like this? The whole history of the so-called 'New World' is an obscenely tragic one, from Canada to Peru.

Many countries have violent pasts, yet are generally peaceful today.

Brazil’s problems have more to do with the present, a brute for a leader, large scale corruption and the influence of drug gangs.

What do you want or expect? Yes, they very violently tried to rob banks. Now what? If they would be instead in a drug gang you would also complain and hunt them of course. And if they all would try to be with much effort no criminals but live and work as chicken slaughters in 24h shifts and for below minimum wages, you would again complain that they kill megatons of animals. And if they develop there psychological damage after some months seeing all the blood and killings and then also turn to slaughter other citizens, you would again complain of course. They have in fact all no real chance there, on average, to become or stay normal humans. All career scenarios lead to be hunted, getting criminal or be the victim in that lost country over there.

Ingenious if callous. Brazil another example of a "democratic" country sliding into ever greater lawlessness.

Do you know nothing of the history of Brazil?

Using explosives, drones and heavy weapons, the assailants took over downtown streets in the southeastern city of Aracatuba, home to some 200,000 people.

When you have a system or predatory capitalism that is determined to crush an underclass; you can get a violent cyberpunk response. Expect more of this worldwide if the regime continues.
