Civilians in Britain are permitted to arrest anyone suspected of committing an indictable offence.

Unfortunately, this hasn't been true for about 30 years now. You can perform a citizens arrest in the UK only if it would be impracticable to call a constable to do it, in addition to a number of other strict conditions.

Precisely. The Saudis bought and bullied the UK into submission in 1980 with Death of a Princess.
