Yes, it did. This is an extremely poorly written article that fails to include pertinent details such as that the truck ran the stop sign, the stop sign was obscured by trees on private property, and that there had been accidents at this intersection before.

Yes. As Chip Star said, this particular intersection is a bad one with a history of vehicles assuming they are on the main highway, and not expecting stop signs. There have been fatalities at this corner before, so the department of highways put up signs to say, "stop sign ahead", but many drivers are entranced by the bleak empty space and miss it. The bus was coming from a blind spot - a farmyard with trees as a wind break.
