Seizure is fine. Using the investment income to help Ukraine is fine.

Did I miss the trial and guilty verdict? There's a need for due process in the civilized world before anything seized gets to be kept as punishment. Otherwise, it is just like a socialist country "nationalizing" whatever they see and want to take. I expect that from Russia, China, Venezuela, NK, Myanmar, not Canada.

sanctions don’t seem to be working.

Work initially and over the longer period. I don't see how Russia can sell aircraft or computers and much of the brain-power for software (over 70K developers) have left Russia already. I'd say that sanctions are working, on some level.

Canada is seeking novel powers to seize and sell off Russian oligarchs' assets to compensate Ukraine for war damages, while announcing Wednesday sanctions against 203 people in the breakaway Donbas region.

If the sell off is assets from those 203 people on whom sanctions have been imposed, that's one thing.
