Both of them occupants of the vehicle, which begs the question, if they were "terrorists", why didn't they use 2 cars?

Being smart is not one of the requirements for being a terrorist, just dumb’ll do it.

Do terrorists use 2022 Bentley's for suicide car bombs? That is apparently the kind of car that was involved.

U.S .media cited law enforcement sources as saying there were two people in the car, which had passed through one border checkpoint where it was selected for a secondary check.

There is now video footage that contradicts this. The video footage shows a car flying down Main St. in Niagara Falls, NY, launching itself off a grass embankment, and then crashing in flames in front of the US Customs and Border Protection building, which is before the border checkpoint. The car made no effort to enter the border checkpoint. The car did not come from Canada, nor did it try to cross the border.
