Is that a middle finger gesture in the 3rd picture? It's used in the US and Canada but I didn't think it meant anything anyplace else.

It's fairly universally understood. Japanese drivers will use it, but this is just anecdotal from my experience.

Chile is a multi-party, representative democratic republic. The Chilean people elect all their representatives. They have 2 chambers in their Congreso Nacional de Chile, also directly elected.

Santiago's Mayor was elected in 2016 to a 4 year term considered an upset over the prior left-leaning Nueva Mayoria coalition. The next election is in Oct 2020. Left-wing candidates in South America have been having a few rough elections.

Do you even read the story before commenting? It clearly states:

"Pinera slammed the protesters as criminals.''

"On Thursday, 133 people had been arrested for causing damage to metro stations,"

You also state:

US congress should pass a law to protect Chilean Human Rights now!

But why stop with Chile; the US should interfere in the governments of Venezuela, China, Russia, North Korea, Papua, Spain, France...  (in fact they do).

The Santiago Metro is pretty great most of the time, but during peak periods, it is common to have to wait 3+ trains to fit. Raising peak fair prices makes sense. If riders don't want to pay peak prices, then ride outside those times.

In the last 10 yrs, daily riders have almost doubled.

Santiago is far from perfect, but the metro fares are more than reasonable and gets you pretty much everywhere between the trains and buses.

Chilean president could not arrest the protesters. The protesters have a Right to protest, they are fighting for Freedom. US congress should pass a law to protect Chilean Human Rights now! Fancy Nancy should visit Chile to give the protesters support!

There'd be a riot every other day in texas if they were up here. Gas prices fluctuate 10 cents or more quite frequently.

We need to support these rioters, the authoritarian, communist state has no right trying to quell the rioters, protect their infrastructure or install law.  These rioters should be allowed to express themselves, free speech, democracy. The West need to intervene.
