Merely an economic convenience. In the event of war, the US can change on a dime again and it would still be legitimate. The PRC knew the US was going to continue sending arms to Taiwan when they normalized relations as well.

The United States of America recognizes the Government of the People's Republic of China as the sole legal Government of China. Within this context, the people of the United States will maintain cultural, commercial, and other unofficial relations with the people of Taiwan.

That says nothing about arms being prohibited. The Taiwan Relations Act was introduced to the House on February 28, 1979 and while embassies were established the next day, surely there was plenty of foreknowledge for the PRC to reverse course.
