Russia and China aren't yet at the point where they'll be willing to cut off oil and gas investment in Iran.

In case you still haven't heard, they have since adopted western style capitalism. CCP now stands for Chinese Capitalist Party.

China and Russia, and in the past the Soviet Union, have always opposed any measure or proposal from the U.N. that would harm even the tiniest bit their interests. Or they would just do it to spite the West. It's the way they are wired.
