The US needs to bring its forces (including military contractors living soft lives at taxpayer expense here in Japan) home and focus on rebuilding its infrastructure. The US needs to find its own energy alternatives to petroleum and develop an economy that doesn't rely so much on the military-industrial complex developing weaponry used to invade sovereign nations to take their resources. The US needs to use its best minds in academia for improving life on the planet, not for finding more efficient ways to destroy it.

While I'm not a fan of either of those people and their governments, the reality is that the U.S. has killed FAR more innocent civilians around the world, during the same time those two have been in power.
Also, It really doesn't matter to the murdered, innocent victims, whether they were killed by a so called "democracy" lead army, dictator or communist, the result is the same and one is no better than the other!

North Korea is still part of the world, isn't it? Or do NK innocent civilians don't count anymore, having been born by accident of birth in NK?

That's a nice dream PT. I would prefer a smaller more confined military myself. That said, I do not want Russia or China filling the void. It more complex than you present.
Overall if humans (all) could focus on constructive behavior instead of destructive behavior there would be no cancer, famine, child abuse.......the reality is the world permits the kim jung un's and the putin's. What solution contains these types?
